How did Asian Countries contain the Virus so fast?

Asian countries that have been successful in containing the virus without locking down society, such as Hong Kong, Singapore, and Taiwan, routinely use masks. 

As of March 17, the three countries together claim to have fewer than 1,000 cases of the coronavirus — despite having close connections to China’s Hubei province, where the epidemic originated and exploded late last year.
